This is very close to home for me, but I hear that Estonia government are changing rules with online gambling so that even though it is legal, they are able to rake off larger profits from taxing licensed operators. As there are still many operators that are not licensed, the government are chasing them in a witch hunt style frenzy that is seen as counter productive and in breach of some of the freedoms that citizens have gained through its membership with EEC. So nothing much changes, even when it changes, eh?
